Odisha's Gopalpur Park Draws ₹68,000 Crore Pipeline, But the Hard News Is a Japanese Price Floor
Japan's Ministry of Economy, Trade and Industry has agreed to underwrite 228,000 tonnes of clean ammonia annually from Odisha's Gopalpur site for 25 years, starting in September 2030, according to World Fertilizer's July 10, 2026 report on the METI clean-hydrogen Contract for Difference program. The CfD closes the pricing gap between green and conventional ammonia and gives the ACME-IHI project revenue visibility before construction has begun. World Fertilizer is the only outlet in the public record to report the award's terms; RenewaNews could not corroborate the figures against a METI announcement or an ACME release, and readers should treat the number accordingly until a primary source confirms it.
That offtake commitment sits inside a much larger and softer number. Tata Steel Special Economic Zone Ltd disclosed on August 28, 2024 that its Gopalpur Industrial Park in Ganjam district now carries a cumulative investment pipeline exceeding ₹68,000 crore, spanning green hydrogen, renewable-equipment manufacturing and specialty chemicals, per The Economic Times. Pipeline totals of that kind are promoter-supplied and cumulative by design; they say less about what will get built than the dated approvals and offtake structures sitting underneath them.
The solar plant: from evaluation to land transfer in nine months
Odisha's cabinet approved the project on January 10, 2026, per Hindustan Times: a 10 GW ingot-wafer line paired with a 5 GW solar cell unit, framed against India's 100 GW domestic module-manufacturing target for 2030.
The state's High-Level Clearance Authority, chaired by Chief Minister Mohan Charan Majhi, formally cleared the ₹10,000 crore investment on June 18, 2026, with an expected 5,000 direct jobs, according to The Hindu. By August 23, Deccan Chronicle reported that Tata Power Renewable Energy Limited had executed a binding land transfer agreement inside the park — a characterization that report makes without citing a filing, and that RenewaNews has not independently checked against an exchange disclosure. Tata Power CEO Praveer Sinha told Outlook Business on July 27, 2026 that construction is set to begin by October 2026, with commissioning targeted for January 2028. That same report states the state has attached a 30% capital investment subsidy and a 100% electricity duty waiver running 20 years to the facility.
Those terms, not the ₹10,000 crore topline, are what will determine the plant's economics once spending starts in October. A capital subsidy plus two decades of duty relief changes the effective cost of capital in a way a single capex figure does not capture.
Green ammonia's offtake arrived before its final investment decision
On July 4, 2026, Odisha signed a Memorandum of Cooperation with IHI Corporation and ACME Group covering a cumulative ₹67,000 crore, according to The New Indian Express — the only outlet to report that total. Within it, the New Indian Express account puts the 0.4 MTPA green ammonia plant at Gopalpur-Tata SEZ at a ₹20,000 crore price tag, a figure that does not appear corroborated elsewhere in the record. The plant is paired with a jetty-less floating terminal, infrastructure that lets the project ship product without building a conventional deep-water berth, per The Economic Times' August 28, 2024 report. Chief Minister Majhi said, in comments reported by The New Indian Express on July 4, that the partnership with Japan would brighten the state's industrial sector and help establish one of India's largest green hydrogen ecosystems.
Running the two dated figures against each other produces a coverage ratio worth watching. The plant's nameplate capacity is 0.4 MTPA, or 400,000 tonnes a year, per The Economic Times, August 28, 2024. The METI CfD, per World Fertilizer, covers 228,000 tonnes a year. That is 57% of nameplate under a sovereign-backed price floor, leaving 43% of output — roughly 172,000 tonnes annually — to be sold merchant or under separate contracts not yet disclosed. That uncontracted share is the number a project lender will ask about first, and it is not addressed in either report.
Note also the discrepancy in the headline totals: the July MoC put the IHI-ACME-TSSEZL package at ₹67,000 crore, while the August 28, 2024 Economic Times figure for the entire park's pipeline is ₹68,000 crore. Neither report reconciles the two, and no single figure in the public record breaks out what portion of the ammonia investment sits inside versus alongside the wider park tally.
A park, not a single project
Gopalpur's pipeline extends beyond Tata Power and the ACME-IHI venture. TSSEZL Managing Director Manikanta Naik said the park's development is being realized through state-supported infrastructure for power and water, according to Deccan Chronicle's August 23 report, which also listed Avaada GreenH2, Sembcorp — at ₹13,000 crore, a figure that report is the sole source for and does not date — and Hygenco among the projects in the queue.
Separately, on June 18, 2026, Odisha's High-Level Clearance Authority approved 20 industrial projects statewide worth nearly ₹76,612 crore, expected to generate 50,517 jobs, per The Hindu. That batch included the Tata Power facility but was not limited to Gopalpur; it is a state-level figure, and readers should not fold it into the ₹68,000 crore Gopalpur total.
What's unresolved for capital allocation
Odisha's approach — a backward-integrated solar manufacturing line against a CfD-backed ammonia export plant inside one SEZ with shared port access — is a different offer than a standalone manufacturing incentive or a standalone renewable auction. Whether it holds up under scrutiny depends on documents this record does not yet contain: the primary METI or ACME confirmation of the CfD's terms, the exchange filing behind Tata Power's land transfer, and the contractual detail behind Avaada GreenH2, Sembcorp and Hygenco's inclusion in the park's pipeline. Deccan Chronicle named those three tenants on August 23 without financial or contractual terms attached, and nothing in the later coverage fills that gap.
The 43% of Gopalpur's ammonia output sitting outside the METI price floor is the specific figure worth tracking next: whether ACME and IHI secure a second offtake agreement for that volume, or plan to sell it merchant into a market that has so far lacked liquid pricing for green ammonia, will say more about the project's bankability than any of the cumulative totals attached to the park.
