West Virginia Gets a Solar-Storage Project Built Around a Single Dispatch Curve

Energy Monitor confirmed on September 3, 2026 that the project is West Virginia's first commercial-scale deployment of long-duration energy storage. The structure, not the megawatt count, is what makes it worth a second look: Google is contracting for a shaped output rather than a solar curve.

West Virginia Executive Magazine, reporting the same week, put the capital investment at up to $350 million.

Three Technologies, One Interconnection Point

Google will buy the energy, capacity and clean energy attributes from the solar component, Utility Dive reported on September 8, 2026.

Lucia Tian, Google's Director of Advanced Energy Technologies, framed the deal on the company's blog on September 2, 2026 as an effort to build a "smart portfolio of round-the-clock technology solutions" for a planned West Virginia data center. Google's post described the deployment as a "first of its kind" use of Eos's Pennsylvania-manufactured zinc-hybrid batteries.

What Changed at PJM to Make This Possible

PJM revised Manual 11 on June 18, 2025 to expand its Hybrid Resources market model, permitting non-inverter components to pair with storage behind the same point of interconnection, according to PJM's own filing. The revision lets a project like Mammoth Solar meet PJM's energy must-offer requirements either by self-scheduling or by bidding into the day-ahead market as one unit, rather than clearing separate interconnection studies and offer curves for each component.

PJM followed with an Effective Load Carrying Capability and Reserve Requirement study on October 22, 2025 that ranked ten-hour storage and solar-storage hybrids above shorter-duration assets in resource-adequacy dispatch order. The study modeled what PJM calls "Combination Resources" — intermittent generation paired with a limited-duration storage component — to set the technical basis for how long-duration storage counts toward reliability targets.

Those two documents are what let MN8 sell Mammoth Solar's output as one resource instead of stitching together separate contracts for the solar array and each battery.

The PJM Capacity Backdrop

Utility Dive reported on September 8, 2026 that PJM's recent capacity auctions have cleared at price ceilings and that the grid operator has a backstop auction planned to address a shortfall it put at 7 GW. That figure comes from a single trade-press account; no PJM auction result or filing in the record names the specific auction year or confirms the 7 GW number independently. A hybrid resource offering firm, dispatchable capacity rather than an intermittent solar curve has an obvious edge in a market clearing that tight, but the scale of that edge cannot be quantified from what has been reported so far.

MN8's own release describes the intent in blunt terms: the system "converts intermittent renewable generation into a single, dispatchable resource" sized to match data center load profiles. Eos will supply its Z3 zinc-based systems for the project, Seeking Alpha confirmed on September 2, 2026.

The Local Numbers

West Virginia Executive Magazine, reporting on September 3, 2026, projected roughly $4 million in property tax revenue for Kanawha County over the project's first 20 years and about 200 construction jobs. The same report noted that MN8 and Eos both maintain Mid-Atlantic operations, positioning the project as a domestic-supply-chain build rather than an imported-equipment one.

How This Differs From Earlier Storage Pilots

Most U.S. long-duration storage projects to date have been standalone demonstrations — a single chemistry, a single offtaker, often government-cost-shared.

The American Public Power Association's write-up on September 9, 2026 called it a "multi-technology solution" designed to fill a critical grid need, matching clean capacity to data center load rather than to a fixed generation profile. That framing lines up with what PJM's ELCC study was built to measure: not how much energy a resource produces, but how reliably it can be counted on when the system needs it.

What's Missing From the Public Record

Nothing in the announcement materials discloses a price. There is no per-megawatt-hour figure, no detail on whether the capacity value is contracted to Google or sold merchant into PJM's market, and no breakdown of how the three separate commissioning dates — 2028, 2029, 2030 — are priced against each other. Developers watching this structure for a template will need that pricing before they can judge whether the hybrid-dispatch model is cheaper than buying solar and storage separately, and none of it has surfaced yet in company statements or trade coverage.
